My History

Karoli Ssemogerere is a cross border transaction and litigation attorney. In his career, he has represented multi-national interests and public entities in the information and communications technology sectors, oil, gas and precious mineral contracts and agri-business. He is a recognised as a pioneer and national expert in Telecom Law and other aspects of Communications Law. He is also an adjudication and dispute resolution expert.

In 2007, he advised a group of US private investors in a historic first private placement transaction to establish a non-banking financial services intermediary in Ghana. These services are now accessed by millions in Africa as “mobile money”. He is also a principal resource in legislative drafting for the Uganda Ministry of Information and Communications and Uganda Communications Commission. In 2019, he helped produce the Uganda Communications Regulations, that cover the entire regulatory spectrum of the converged communications sector. In 2022, he was appointed as lead consultant to prepare drafts on the Uganda Information and Communications Bill. He is also responsible for drafts authorising the Uganda Communications Tribunal.

At KNA Pearl, his practice focuses on Defense Base Act claims involving US government contractors, alien tort claims under the Torture Victim Protection Act, victims of acts of terrorism by sponsors designated by the US Secretary of State under the Justice for United States Victims of State Sponsored Terrorism Act. Mr. Ssemogerere has also argued a number of asylum applications before the US Immigration Courts and represented visa applicants before the US Citizenship and Immigration Service. In 2022 in he settled a 30- year New York federal claim subject to the Foreign Sovereign Immunities Act. He also has an active multi-family office practice and tax practice.

Mr. Ssemogerere is a graduate of Makerere University where he was Associate Editor of the Makerere Law Journal. Mr Ssemogerere is also a graduate of Harvard Law School and Johns Hopkins University. He has also completed graduate work in Public Administration specialising in Public Policy, Organisational Theory and Methods and Public Administration at Penn State University. He is admitted to the bar in New York, US Tax Court and Republic of Uganda.
